Problems with secondary education for ethnic minority children had grown in Britain during the 1960s and 1970s, and by 1977 the Select Committee on Race Relations and Immigration had called for a ‘high level and independent enquiry into the causes of the underachievement of West Indian children.’[15]By this stage researchers were providing evidence that the problem could no longer be ignored – by the late 1970s the disruptive effects of immigration or unfamiliarity with the UK could no longer reasonably explain underachievement – most Afro-Caribbean students had been born and brought up in Britain, yet remained consistently more likely than white or Asian counterparts to be in lower streams at school, in Educational Special Needs (ESN) schools, or leaving education without any formal qualifications.[16] For black parents and many community activists, the education system and racism, whether intentional or unintentional was the core reason for such underachievement.
